Sadly, the last two draft pages of this sequence seem to be missing. The numbering in the bottom of page 2 shows that these were missing as early as October 1957!
Animation by Milt Kahl, Don Lusk, Frank Thomas, John Lounsbery and Cliff Nordberg with effects by George Rowley. Scene 3, Tramp showering under the water pipe and shaking the water off is one of the classic pieces of animation, wonderfully analyzed and animated by Milt Kahl.

Hans, maybe I could step in and help fill in what is missing here. I recall the Archives had the last two pages: and it was mostly Cliff Nordberg on the last half, when the dog catcher tries to chase Tramp but fails. Then I think Lounsbery and Sibley turned up when Tramp frees the dogs in the dog pound; but I'm not certain of which shots...I just remember the names around those scenes.
I agree, that Milt Kahl Tramp aimation is amazing, Shot 2 intrigues me the most; the stretch is completely believable, and it's a type of animated shot that only Milt himself would have the guts to do.
From what survives on this portion of the draft, this sequence seems to have been cast in short blocks, rather than by character: Tramp shares the animator with the other characters he meets. First Milt Kahl, then Frank Thomas, then John Lounsbery (in the scenes with Joe), then Cliff Nordberg (the first few scenes with the dogcatcher). I wonder if they cast the scenes with Peg and the Bulldog the same way.
I love that scene done by Milt Kahl--the Tramp was a character he enjoyed doing & who worked well to his talents. From what I've read about Milt Kahl's post on the Top 50 Influential Disney Animators is that the scene of Tramp's introduction is arguably the best scene done by Milt. Not only is the timing & pacing wonderful, but just in that short stretch of time, we learn everything there is to know about the Tramp! LOVE IT!
