Although some have argued that Disney's Alice trims a lot of the novel's satire, I believe this sequence contains some commentary on the haughtiness of the upper class, what with the flowers rejecting Alice on the assumption that she's a weed.
Also, I find it unusual (and somewhat amusing) that they would include a shot of one of the flowers pulling up Alice's skirt. You certainly wouldn't see anything like that in a modern day Disney/Pixar film.
